About The Department of Foreign Affairs and Trade (Amend for each agency)

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally.  This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas. 

The department provides foreign, trade and development policy advice to the Australian Government.  DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

 

About the position

Under the general direction of the SAO, the Finance and Administration Officer is responsible for providing high level support for the daily delivery of financial and administrative services at the Australian Embassy in Doha. The Finance and Administration Officer performs a range of tasks including financial management, consular, passport and notarial services and other duties as required.

 

Key responsibilities of the finance position include but are not limited to:

  • manage the processing of financial accounts and utilise the departmental financial system (SAP) for payments, reporting and contract management.
  • management of finance and administrative services for Partner Agencies at post in accordance with the Head Agreement and effective engagement with stakeholders ensuring compliance with accounting principles and financial regulations.
  • prepare monthly financial reports and maintain asset registers.
  • process financial payments including monthly payroll and invoices relating to Embassy operating expenses, and undertake reconciliations of passport and notarial revenue.
  • coordinate the submission, review and filing of protocol correspondence with the Qatari government.
  • attend a range of operational meetings as required, and report on meeting outcomes.
  • lead in the coordination of arrangements prior to the arrival and departure into Qatar of Australian based staff and their dependants.

 

Required Qualifications/Experience/Knowledge/Skills.

 

The Finance and Administration Officer is an integral part of our team, who will play a crucial role in supporting the operations of our post. We are looking for a candidate who has: 

 

  • demonstrated experience working in a finance environment and knowledge of accrual accounting procedures and practices.
  • strong organisational skills and a proven record of managing a heavy workload, solving problems independently and delivering results.
  • proficiency in Microsoft Office programs, including Outlook and Excel, and experience using financial management systems.
  • experience in the use of accounting software, in particular SAP
  • excellent interpersonal skills with the ability to communicate across all levels in both written and oral form.
  • build and sustain relationships with stakeholders and subject matter experts to deliver financial management outcomes.
  • a tertiary qualification in Accounting or Finance, and or demonstrated work experience and knowledge of financial and accounting practices is highly desirable.

 

The key responsibilities of the corporate position include, but are not limited to:

  • Liaise with the Qatar Ministry of Foreign Affairs, and other government Ministries, to facilitate the entry of Australia-based (A-based) staff and organise visa renewal processes.
  • Coordinate and facilitate the issuance of requisite Qatari identity documents including, Diplomatic ID cards, Hamad Health Cards and Driver’s Licences.
  • Coordinate the renewal of privately owned Diplomatic vehicle registrations and organise customs clearances for incoming and outgoing non-diplomatic related shipments.
  • Liaise and network with service providers to manage international travel bookings for staff.
  • In consultation with the Accounts Team, calculate and facilitate the payment and acquittal of travel allowance advances.
  • Facilitate diplomatic clearances for Australian Defence Force personnel and flights transiting through Qatar.
  • Arrange accommodation and other requirements for A-based officers travelling overseas.
  • Establish, develop and maintain strong working relationships with a range of key internal and external stakeholders including travel service providers and hotels.
  • Assist with a range of administrative functions in support of the Corporate Section as required.

 

Qualifications/Experience

  • Previous experience working in a related field.  Demonstrated knowledge of protocol and import/export regulations and procedures for the State of Qatar is desirable.
  • Excellent written and spoken English and Arabic communication skills.
  • High-level interpersonal and communication skills, and the ability to network with a range of internal and external stakeholders.
  • Strong organisational and administrative skills, and the ability to manage varying deadlines.
  • Demonstrated ability to work independently and as part of a team.
  • Strong IT and problem-solving skills, and proficiency in the Microsoft Office suite of applications.
