About The Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas. The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
About the position
Under general direction, this position delivers political and economic research focusing on Afghanistan. The role drafts high-level research and analysis; prepares reports; monitors media outlets and key publications in English, Pashto and Dari; tracks events and conferences; represents the work area at meetings; provides translation/interpretation and provides support with public diplomacy, visits, consular and passports.
Key responsibilities of the position include but are not limited to:
- Research, analyse and prepare reports on domestic, regional and bilateral political, economic, trade and investment and humanitarian issues relating to Afghanistan.
- Develop and maintain strong working relationships with political and economic contacts in government, other missions to Afghanistan based in Doha, think tanks, commentators and private sector stakeholders.
- Monitor local and international media outlets and key publications, provide regular summaries and ad hoc alerts to management, identify emerging issues and developments.
- Build relationships with journalists, social media commentators and media influencers to proactively identify media opportunities.
- Prepare and maintain biographical data, CVs and contact lists for key IMA contacts.
- Represent the work unit at events, conferences and seminars, and report on outcomes.
- Contribute to the planning of visits to and regarding Afghanistan, maintain a biographies database, draft visit programs and organise airport facilitation, transport, accommodation and other logistics.
- Contribute to the development and implementation of policy, interventions and responses on Afghanistan, including during conflicts, crises and emergencies.
- Work with management to ensure that Australian government humanitarian operations and political engagement in Afghanistan is conducted in an ethical manner informed by cultural sensitivity and awareness of the local operating environment.
- Provide written and verbal translation and interpretation as required, including during meetings between HOM IMA and Afghans.
Required Qualifications/Experience/Knowledge/Skills
- Relevant tertiary qualifications and previous experience working in international relations, politics or development.
- Fluent written and spoken communication skills with the ability to translate between English, and Pashto/Dari.
- Advanced understanding of Afghanistan’s political, economic, social and foreign policy context, and the ability to analyse and make recommendations on key developments and issues.
- Demonstrated research and analysis skills and experience.
- Understanding or willingness to learn about Australian Government foreign and trade policy priorities.
- Demonstrated understanding of traditional and social media platforms.
- Sound judgement, high-level of initiative and strong interpersonal skills.
- Excellent organisational skills, and the ability to work independently and in a small team and perform in a multi-cultural work environment.
- Strong interpersonal skills including the ability to liaise independently with a range of stakeholders and develop and maintain relevant contacts.

About the position
Under the general direction of the Regional Consular Officer (RCO) and Senior Administrative Officer (SAO) this position provides passport and consular services support for Australians in Afghanistan. Under the direction of the Head of the Interim Mission Afghanistan, this position provides support to IMA to support the Afghanistan humanitarian program, monitor security and coordinate visits, meetings, and events.
Key responsibilities of the position include but are not limited to:
- Assist with the preparation and maintenance of manifests regarding Australian citizens and visa holders eligible for Australian government assistance in Afghanistan.
- Establish the eligibility of Australians in Afghanistan for Australian travel documents and passports and liaise with colleagues at the Australian Passport Office regarding Emergency Passports.
- Contribute to the timely and accurate reporting of consular and passport statistics.
- Maintain an understanding of relevant legislation, regulations, and guidelines relating to issuing Australian Passports.
- In consultation with RCO, SAO and IMA Head, provide high-quality consular services, including the provision of general advice, and assistance to those in detention, requiring hospitalisation, or Australians in need of financial assistance in Afghanistan.
- Prepare general correspondence regarding consular issues and queries and liaise with a range of internal and external stakeholders.
- Remain up to date with current affairs, including security and humanitarian developments, in Afghanistan and relevant developments in Australia, assist with the preparation of travel advice, development of contingency plans.
- Support Australia’s humanitarian and basic needs program and partners in Afghanistan, attend meetings and contribute to relevant advice/reporting.
- Maintain contact with Australians in Afghanistan.
- Represent the Interim Mission to Afghanistan when liaising with local government agencies, lawyers, hospitals, and emergency response teams regarding issues involving Australian citizens and maintain relationships that support this.
- Coordinate visits, meetings and events on behalf of the Interim Mission on Afghanistan.
- General duties in support of the Interim Mission on Afghanistan.
- Back-up political research officer.
Required Qualifications/Experience/Knowledge/Skills
- Demonstrated knowledge, skills or experience working in customer service or a similar role. Experience delivering consular services is desirable.
- The ability to quickly acquire an understanding of the Australian Passports Act 2005 and associated regulations including the Consular Services Charter.
- Capability to interpret and apply legislation and policy, analyse information and draft reports and briefings.
- Excellent written and spoken communication skills in English and Dari/Pashto.
- Demonstrated ability to work independently and as part of a small team to achieve results.
- High-level organisational and administrative skills, and a demonstrated ability to multi-task and work well under pressure.
- Strong interpersonal skills including the ability to liaise independently with a range of stakeholders and develop and maintain relevant contacts.
